During his tenure at WAA, he oversaw all commercial activities, including Air Service Development, Air Cargo, Real Estate, and Concessions.

Before his time at WAA, Bélanger held positions at Aeroport de Quebec Inc, where he served as the Director of Development & Communications in 2004 and later became the President and Chief Operating Officer in 2006. His leadership was instrumental in the strategic and operational success of the Québec City Jean-Lesage International Airport, including the planning and construction of the airport’s major redevelopment project, the new Québec City airport terminal, which opened in 2008.
